WITHDRAWAL OF THE CORE STRATEGY – RECOMMENDATION TO COUNCIL ON THE 8TH SEPTEMBER 2010
A council paper for the 8th September meeting has been published containing a recommendation to Council to withdraw (subject to Secretary of States direction) the Core Strategy from the examination process.
The paper can be downloaded from 26th August on the following page: Committee Minutes and Agendas.
This is in light of the major changes that the coalition government has made to the planning system, the most significant of which has been the scrapping of the regional housing targets on which the Core Strategy was based. The revocation of the South East Plan (Regional Spatial Strategy) means that the fundamental under-pinning of the arguments for growth and the policies in the Core Strategy have significantly changed.
The Council will makes its decision on this recommendation at the meeting on the 8 September. If they decide to withdraw the Core Strategy this will need support from the Secretary of State because we are so far through the process. Once this is granted, the Core Strategy process will stop as will the ‘daughter’ documents in the Local Development Framework including the more detailed plans for the growth areas, which were consulted upon earlier this year. Much of the information and work that has underpinned the Core Strategy will be able to be used in future work, although updating will be necessary for some elements.
